This affects the following counties: Bronx, Cayuga, Chautauqua, Clinton, Erie, Essex, Franklin, Jefferson, Kings, Monroe, Nassau, New York, Niagara, Orleans, Oswego, Queens, Richmond, St. Lawrence, Suffolk, Washington, Wayne, Westchester.
